Moral Hazard increasing Opioid Overdoses

There are loads of economic concepts in this tragic article on how widening access to the 'Lazarus Drug' Naloxone (aka Narcan), a drug that aims to mitigate some of the effects of opioid overdose, has resulted in increased opioid overdoses in the US.
